Yu-Gi-Oh! Neo Rules

The following is a set of rules, or changes to the game I've created, called the Neo Rules. You may add-on any or all of them to the game of Yu-Gi-Oh! for casual duels if you wish. With these rules, rarely played cards become easier to use, game mechanics make more sense, you're less likely to have a useless hand, and the overall game is more balanced. Just make sure your opponent agrees to using them and have fun.

Main Changes:

  • RULE 1 (LIMIT POINTS) - You may have any cards from the Forbidden, Limited, and Semi-Limited lists in your Main Deck, Extra Deck, and Side Deck as long as the limit points of all the cards in your decks do not exceed 5. Unlimited cards have 0 limit points, Semi-Limited cards have 1 limit point, Limited cards have 2 limit points and Forbidden cards have 3 limit points.

  • RULE 2 (TRIBUTE COUNTERS) - During your End Phase, if you did not Normal Summon this turn and you control no monsters, you gain 1 Tribute Counter. Tribute Counters may be treated as tributes for Tribute Summons.

  • RULE 3 (MONSTER REVIVAL) - All monsters that were properly summoned to the field before can be Special Summoned from the Graveyard or from the Removed From Play Zone via card effects regardless of summoning conditions.

  • RULE 4 (EXTRA IN EXTRA DECK) - The following cards may be put into the Extra Deck and be summoned when their requirements are fulfilled:

    - Any "/Assault Mode" Nomi monster - Transforms from monster listed in its text
    - Any "LV" monster that can be Special Summoned from another "LV" monster - Transforms from previous "LV" monster
    - Any Ritual monster

    - Berserk Dragon
    - Cyber Barrier Dragon - Transforms from "Cyber Dragon"
    - Cyber Laser Dragon - Transforms from "Cyber Dragon"
    - Dark Magician Knight - Transforms from "Dark Magician"
    - Dark Sage - Transforms from "Dark Magician"
    - Elemental Hero Neo Bubbleman - Transforms from "Elemental Hero Bubbleman"
    - Elemental Hero Poison Rose - Transforms from "Elemental Hero Knospe"
    - Exodia Necross
    - Flying Fortress SKY FIRE
    - Gate Guardian
    - Gearfried the Swordmaster - Transforms from "Gearfried the Iron Knight"
    - Great Moth - Transforms from "Cocoon of Evolution"
    - Harpie Lady Sisters

    The following cards may also be placed in the Extra Deck, but can only be summoned during your Main Phase by discarding 1 card from your hand or during your Standby Phase at no cost:

    - Archlord Zerato - Transforms from "Warrior of Zera"
    - Armed Dragon LV10 - Transforms from "Armed Dragon LV7"
    - Blue-Eyes Shining Dragon - Transforms from "Blue-Eyes Ultimate Dragon"
    - Cocoon of Evolution - Transforms from "Petit Moth"
    - Dark Eradicator Warlock - Transforms from "Dark Magician"
    - Exxod, Master of the Guard
    - Jinzo - Lord - Transforms from "Jinzo"
    - Master Monk - Transforms from "Monk Fighter"
    - Mazera DeVille - Transforms from "Warrior of Zera"
    - Ocean Dragon Lord - Neo-Daedalus - Transforms from "Levia-Dragon - Daedalus"
    - Red-Eyes Darkness Dragon - Transforms from "Red-Eyes B. Dragon"
    - Thousand-Eyes Jellyfish - Transforms from "Ocean's Keeper"
    - Vampire Genesis - Transforms from "Vampire Lord"

  • RULE 5 (FUSING AND TRANSFORMING) - Fusion Monsters and Transformed Monsters are stacked on top of the Material Monsters used to make them and placed in an empty card zone. They are all treated as 1 card while on the field, in the Graveyard, or Removed From Play. If the monster would be returned to the hand or Deck it is instead De-Fused and the Material Monsters return to the hand or Deck respectively.

  • RULE 6 (NON-POLY FUSIONS) - Non-Poly Fusion Monsters can use Fusion Material Monsters from the hand or field as long as at least 1 of them is on the field. During your Main Phase, if you control a Non-Poly Fusion Monster that wasn't summoned this turn, you may De-Fuse it to Special Summon the Fusion Material Monsters to your field. When a Non-Poly Fusion Monster would be removed from the field, it is De-Fused and the Fusion Material Monsters go to where it would go instead.

  • RULE 7 (NORMAL FUSION MONSTERS) - Fusion Monsters that have no effect and have an ATK less than 3000 can be placed in the normal Deck and treated as Normal Monsters.

  • RULE 8 (FACE-UP DEFENSE) - You may Normal Summon monsters in face-up Defense Position.


Specific Card Changes:

  • COCOON OF EVOLUTION - The effect of "Cocoon of Evolution" is the following: "This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by Tributing 1 "Petit Moth". If the required amount of Standby Phases have passed since it was summoned, it can be transformed into one of the following monsters during a Standby Phase or when it is destroyed:
    • "Larvae Moth" - 1 Standby Phase
    • "Great Moth" - 2 Standby Phases
    • "Perfectly Ultimate Great Moth" - 3 Standby Phases

    • FLYING FORTRESS SKY FIRE - "Flying Fortress SKY FIRE" is a Non-Poly Fusion monster. Its Fusion Material Monsters are "Summon Reactor - SK", "Trap Reactor - Y FI", and "Spell Reactor - RE".

    • GATE GUARDIAN - "Gate Guardian" is a Non-Poly Fusion Monster. Its Fusion Material Monsters are "Sanga of the Thunder", "Kazejin", and "Suijin".

    • GUARDIAN MONSTERS - The "Guardian" monsters: "Baou", "Ceal", "Elma", "Grarl", "Kay'est", and "Tryce" can be summoned without controlling their specific equip card, but cannot attack unless equipped with their specific equip card.

    • MACHINA FORCE - "Machina Force" is a Non-Poly Fusion Monster. Its Fusion Material Monsters are "Machina Soldier", "Machina Sniper", and "Machina Defender".

    • NEOS WISEMAN - "Neos Wiseman" is a Fusion Monster. Its Fusion Material Monsters are "Elemental Hero Neos" and "Yubel".

    • NEX MONSTERS - "Neo-Spacian Marine Dolphin" Transforms from "Neo-Spacian Aqua Dolphin" and its name is also treated as "Neo-Spacian Aqua Dolphin" only while it is face-up on the field. "Neo-Spacian Twinkle Moss" Transforms from "Neo-Spacian Glow Moss" and its name is also treated as "Neo-Spacian Glow Moss" only while it is face-up on the field.

    • OBELISK THE TORMENTOR - The effect of "Obelisk the Tormentor" is the following: "You must Tribute 3 monsters to Normal Summon this card (you cannot Set this card). The Normal Summon of this card cannot be negated. When this card is Normal Summoned, Spells, Traps, and Effect Monster effects cannot be activated. This card cannot be targeted by the effects of Spells, Traps, or Effect Monsters. If this card is Special Summoned, it is sent to the Graveyard during the End Phase. You can Tribute 2 monsters to destroy all monsters your opponent controls. This card cannot declare an attack the turn this effect is activated."

    • SLIFER THE SKY DRAGON - "Slifer the Sky Dragon" is on the Forbidden List and its effect is the following: "You must Tribute 3 monsters to Normal Summon this card (you cannot Set this card). The Normal Summon of this card cannot be negated. When this card is Normal Summoned, Spells, Traps, and Effect Monster effects cannot be activated. This card cannot be targeted by the effects of Spells, Traps, or Effect Monsters. If this card is Special Summoned, it is sent to the Graveyard during the End Phase. The ATK and DEF of this card becomes the number of cards in your Hand x 1000. When your opponent Normal Summons or Flip Summons a monster with an ATK or DEF of 2000 or less, destroy that monster."

    • THE WINGED DRAGON OF RA - The effect of "The Winged Dragon of Ra" is the following: "This card cannot be Special Summoned. You must Tribute 3 monsters to Normal Summon this card (you cannot Set this card). The Normal Summon of this card cannot be negated. When this card is Normal Summoned, Spells, Traps, and Effect Monster effects other than this card cannot be activated. If this card is Normal Summoned, you can pay Life Points until you have 100 Life Points left. This card gains ATK and DEF equal to the amount you paid. Also, you can pay 1000 Life Points to select and destroy 1 monster on the field."

    • WALL SHADOW - "Wall Shadow" is a Fusion Monster. Its Fusion Material Monsters are "Shadow Ghoul" and "Labyrinth Wall".

    • WATER DRAGON - "Water Dragon" is a Fusion Monster. Its Fusion Material Monsters are "Hydrogeddon", "Hydrogeddon", and "Oxygeddon" and can be sent from the hand or field for the effect of "Bonding - H2O". When "Water Dragon" is destroyed it is De-Fused and you can Special Summon its Fusion Material Monsters.

    • VALKYRION THE MAGNA WARRIOR - "Valkyrion the Magna Warrior" is a Non-Poly Fusion Monster. Its Fusion Material Monsters are "Alpha the Magnet Warrior", "Beta the Magnet Warrior", and "Gamma the Magnet Warrior".

    • VENOM COUNTERS - Monsters lose 500 ATK for each Venom Counter on them even if "Venom Swamp" is not on the field. Destroy a monster if its ATK is 0 and it has a Venom Counter(s).


    GLOSSARY:

    • De-Fusing - De-fusing is the process of a Fusion Monster or Transformed Monster separating from its Material Monsters and returning to the Deck/Extra Deck.

    • Nomi Monsters - A monster that "cannot be Normal Summoned or Set and cannot be Special Summoned except" by a certain method is called a Nomi Monster.

    • Non-Poly Fusions - A Fusion Monster that is summoned by using its Fusion Materials on the field and does not use "Polymerization" is called a Non-Poly Fusion Monster.

    • Transformed Monsters - When a monster changes into another monster it is said to have Transformed and the new monster is called a Transformed Monster.
